ABILITIES:
Gordon is very well trained in hand to hand combat due to his time in the military. By his own account, he can defeat a Green Beret in physical combat. Also, Gordon is proficient in all aspects of criminal detective work, as well as keen instinct on the politics in regard to managing GCPD. Gordon is a proven leader and has shown a very strong will and an ability to maintain his mental fortitude and sanity.

Gordon is a man, plain and simple, and so he can be killed the same way most men can be. He has moderate strength level that is somewhat diminishing over time with age. Also has a heart condition brought on by a life time of smoking cigarettes.
BACKGROUND:
After his stint in the military, Jim Gordon went on to apply to the Gotham City Police Department. After finishing the academy, he spent a few years as a beat cop. It was during this time as a Sergeant that Jim met and comforted a young Bruce Wayne, pulling a coat over his shoulders, doing his best to "it'll be okay." A small caring gesture of a beat cop that would have lasting effects.
Sometime later, Jim was promoted to the rank of Detective-Sergeant. It was then that Jim Gordon became affiliated with the masked vigilante known as Batman. He saw how ineffective the police force had become with all of the corrupt cops and manipulations by the organized crime. And so, he placed his trust in Batman, the two formed a bit of an alliance.
After helping Batman dealing with The Scarecrow and the League of Shadows, and then helping putting the Joker in jail, Jim was given the rank of Commissioner after proving his worth and due to the job being vacant due to Joker's antics. During The Occupation of Gotham under Bane's reign, Jim was one of the few to keep his wits and helped keep things together as well as possible until The Batman returned and turned the tide, but it was Batman whom paid the ultimate price as it was Batman whom took a bomb and made it explode over the ocean rather than in the city. Many believed that was Batman's end, including Jim.
After that, Jim has done his best to try and keep the peace, but after three years, the criminals are growing more bold, less fearful as they don't have a symbol to fear anymore. With the growing corruption in his reign, he is finding it being harder and harder to quell the flames. But he's trying, and that's the best he can do.
