Gotham City goes back a long way, and with that history comes those who helped elevate the city and shape it to what you see now. Due to The Great Fire of 1909, roughly two-hundred years after Gotham being originally founded, a lot of information was lost via the flames so it may or may not be totally accurate, but historians collectively agree on those mentioned below.
● Cobblepot Family: Tracing all the way back to the American Revolution where Commander Nigel Cobblepot settled after defeating the British invading forces, the lineage continued with Col. Nathan Cobblepot representing The Union in the American Civil War and then to Theodore Cobblepot, who was one of the most successful Mayors in Gotham's History. Tucker Cobblepot followed but eventually would come to lose some of the family fortune, but it wasn't until his son, Oswald Cobblepot was born which led ultimately to the family falling into bankruptcy. Despite spending majority of his time in Gotham as a child, after the fall of the family due to bad business decisions, Oswald and his mother, Miranda, left the city to start elsewhere. Oswald would successfully climb the ranks of politics and managed to land a highly controversial gig as Mayor of Bludhaven where the city saw a spike in crime-rate and is rumored to be a haven for corruption.
◦◦ Living Heir: Oswald Cobblepot, Mayor of Bludhaven
● Crowne Family: Not much is known about the Crowne Family aside of a later descendant engaging in relations with the Kane family and conceiving a boy of both bloodlines (out of wedlock) that died upon birth. It's said that the Crowne and Cobblepots had a blood feud unlike no other due to a misunderstanding with property, one so bad that then Mayor, Theodore Cobblepot sunk the Crowne Family name and ran them from the city. Most of the family, due to the shame of being broke either changed their names or removed themselves from the East Coast to start anew.
◦◦ Living Heir: Unknown
● Elliot Family: Originally, the Elliot Family owned Elliot Pharmaceutical but was bought out by Wayne Enterprises early on. Roger was a third generation Gothamite but was a nasty drunk. His father and grandfather before him contributed to building the Elliot name as a staple in helping the community. Roger would marry Alice Manners and would have Thomas "Tommy" Elliot, who was best friends with Bruce Wayne. Thomas felt terrible of Tommy's situation as his father would beat him remorselessly all as his mother, a lud addict, didn't protect nor stop the abuse. After his father's death via car accident, Tommy Elliot inherited the family name and estate due to his mother's condition being bad, eventually succumbing to cancer causing him and to this day still owns the Gotham Gazette as majority owner. Tommy would leave Gotham and become the top surgeon, quickly rising the ranks and earning the reputation of the go-to doc.
◦◦ Living Heir: Dr. Thomas Elliot
● Kane Family: During Gotham's boom period, there was only one other family richer than the Waynes- and that was the Kanes. Martha Kane, mother of Bruce Wayne was the only 'clean' one of the family, as her father and brother were notorious for underhanded dealings and early corruption- especially dealing with Theodore Cobblepot. Martha Kane turned her back on her family when she married Thomas Wayne and thus, conceived Bruce, cutting herself off from the family and making sure her son never had to deal with her family. The only living heirs to the Kane name is Kate-Rebecca and Bette, sisters that live outside of the cities lines. Despite the stained family name they have due to their grandfather's actions, they're the only living heirs to the family fortune which is a staggering amount.

● Sionis Family: The Sionis Family looked at the rest of Gotham's 1st Families with disdain, mainly because they were jealous of what they didn't have. Originally the creators of Janus Cosmetics, a company that for a long while held exclusive rights with Hollywood for makeup and special effects, the company took a huge PR hit when a defective line of their makeup caused severe chemical burns that nearly put the company out of business. Wayne Enterprises bought out the company, giving the Sionis Family a nice little payday which caused Richard Sionis [Roman's father] to start Sionis Industries, not to be outdone by Thomas Wayne. Sadly, Richard and his wife's only reason having a child was due to wanting to compete with Thomas and Martha Wayne to keep social status. Thus brought Roman Sionis, a boy who was forced to partake in festivities honoring his family status with Bruce Wayne, Oswald Cobblepot and Tommy Elliot, coming to hate them because of how he wasn't like them. Sionis is the only one mentioned from the elite group that remains in Gotham and is a well known boss for the Gotham Mob, who he likes to refer as "The Faceless Family" due to their ability to elude authorities.

● Wayne Family: If not for the Waynes, maybe Gotham wouldn't be standing today. Along side the Kanes, at one point in history these two families owned Gotham- what property one family didn't own, another did. Eventually liquidating some to the Cobblepots, Sionis, Elliots and Crownes, the Waynes would leave Wayne Enterprises, a billion dollar company that not only absorbed many failed family business through the years to keep individuals afloat financially but to expand their horizon. Thomas Wayne would be the one to push the family name to the stars as a gifted surgeon and man of intuition as he made several big deals to put Wayne Enterprises on the map. With the birth of his [only] son, Bruce, he and his wife Martha wanted to make sure they made Gotham as good of a place as possible.. but sadly, that came to a screeching end when Thomas and Martha were gunned down by a low-level thug named Joe Chill. Bruce Wayne would leave Gotham and return a man, but lost his life during the terrorist attack of 2012. Alfred Pennyworth now owns the Wayne Estate.

After an interview at Wayne Manor with Vicki Vale, Bruce Wayne managed to reveal himself alive after escaping captivity of terrorists!
